Forlan will play doubles at the Montevideo Challenger tournament from November 11-17 alongside Argentine Federico Correa.
"I enjoy tennis like a little boy and playing in a professional tournament makes me feel privileged," the former Manchester United and Atletico Madrid striker told a news conference on Wednesday.
"I never imagined that I would have the opportunity to play tennis professionally. It's a sport that I play and I like it, but I'm not as experienced as I am in football," he said, noting that his goal is to "have a good time" on the court.
"I'm trying to prepare as best I can, but it's clear to me that I'm not at the same level as the professional players, and the age gap is clear between me and them," he said.
Forlan's career saw him win the English Premier League with Manchester United in 2003 and was named the best player at the 2010 World Cup in South Africa. He also won the Europa League with Atletico Madrid in 2010.
